No person shall serve in the position of Council Member for more than three (3) four-year terms of office. This term limit shall apply beginning with the regular election held on November 7, 2023. The term of any person appointed to the position of Council Member to fill a vacancy for less than 365 days shall not be considered part of a term for purposes of this section.
