The International Fire Code adopted by this Article is amended as follows (section numbers referred to herein refer to and correspond with the section numbers of the International Fire Code):

(a) Chapter 1, “Administration,” is amended as follows:

(1) Section 101.2.1, “Appendices,” is amended to read:

101.2.1 Appendices. By reference Appendix A is excluded from adoption.

(2) Section 103.1, “General,” is amended to read:

103.1 General. This code shall be enforced by the Life Safety Division of the West Metro Fire Protection District, which is operated under the direction of the Fire Code Official. The function of the Life Safety Division and staff shall be the implementation, administration and enforcement of the provisions of this code.

(3) Section 103.2, “Appointment,” is amended to read:

103.2 Appointment. The Fire Code Official in charge of the Life Safety Division shall be hired by, and serve under the direction and supervision of, the Fire Chief of the West Metro Fire Protection District.

(4) Section 105.6, “Required Operational Permits,” is amended by adding requirements for operational permits for assisted living, door side trash collection, and sheltering.

(5) Section 111.1, “Order,” is amended to read:

111.1 Order. Whenever the Fire Code Official finds any work regulated by this code being performed in a manner contrary to the provisions of this code or in a dangerous or unsafe manner, the Fire Code Official, with the concurrence of the building official, is authorized to issue a stop work order.

(6) Section 113.2, Schedule of Permit Fees.

Pursuant to C.R.S. § 32-1-1002(1)(e)(II), the Board of the West Metro Fire Protection District may fix and from time to time increase or decrease fees and charges, at its discretion, for inspections and review of plans and specifications.

(b) Chapter 2, “Definitions,” is amended as follows:

(1) Section 202 is amended by the addition of the following definitions:

(i) Fire Code Official. The Fire Marshal of the West Metro Fire Protection District, hired by and working under the supervision of, the Fire Chief of the West Metro Fire Protection District.

(ii) Governing Body. The Board of Directors of the West Metro Fire Protection District.

(iii) Jurisdiction. The West Metro Fire Protection District with respect to the Town of Mountain View lying within the boundaries of the West Metro Fire Protection District.

(c) Chapter 5, “Fire Service Features,” is amended as follows:

(1) Section 503.2 is amended by the addition of the language “See Appendix D for further requirements.”

(2) Section 503.2.1, “Dimensions,” is amended to read:

503.2.1 Dimensions. Fire apparatus access roadways in other than residential streets shall have an obstructed width of not less than twenty-four (24) feet (7,315.2 mm) and an unobstructed vertical clearance of not less than thirteen (13) feet six (6) inches (4,115 mm). Private streets not governed by Town standards shall meet the requirements of the 2015 Jefferson County Transportation Design and Construction Manual.

(3) Section 503.2.3, “Surface,” is amended to read:

503.2.3 Surface. Fire apparatus access roads shall be designed and maintained to support the imposed loads of 85,000 lb. fire apparatus and shall be surfaced with the first lift of asphalt as to provide all-weather driving capabilities. Exception: When concrete is to be installed for fire apparatus access roadways, compacted road base may be used in place of the first lift of asphalt for a maximum period of ninety (90) days. The fire apparatus access road base shall be designed to support the imposed loads of 85,000 lb. fire apparatus. The compacted road base fire apparatus access roadway shall be maintained to provide all-weather driving capabilities and shall be immediately repaired as needed. Grass concrete and similar surfaces are not allowed.

(4) Section 503.2.4, “Turning Radius,” is amended to read:

The required turning radius of a fire apparatus road shall be an inside radius of twenty-five (25) feet and an outside radius of fifty (50) feet or as determined by the Fire Code Official. Computer modeling may be required to establish that fire apparatus with West Metro Fire Protection District specifications can adequately maneuver proposed access pathways.

(5) Section 503.2.8, “Angles of Approach and Departure,” is amended to read:

The angles of approach and departure for fire apparatus access roads shall be no greater than ten percent (10%) or within the limits establish by the Fire Code Official based on the Fire District’s apparatus.

(6) Section 507.5.1, “Where Required,” is hereby amended by the deletion of the first exception and amendment of Exception 2 to read “For buildings equipped with an approved automatic sprinkler system installed in accordance with Section 903.1.1 or 903.3.1.2,” a fire hydrant shall be located at a minimum of fifty (50) feet and a maximum of one hundred (100) feet from the Fire Department connection(s) in an approved location.

(7) Section 507.5.1.1, “Hydrants for Standpipe and/or Automatic Sprinkler Systems,” is amended to read:

Buildings equipped with a standpipe system installed in accordance with Section 905, and/or an automatic sprinkler system installed in accordance with 903.1 or 903.3.1.2 shall have a fire hydrant a minimum of 50 feet and a maximum of 100 feet from the Fire Department connection(s) in an approved location.

(8) Section 510.4.1.1 is amended to read:

Minimum Signal Strength Into the Building. A minimum signal strength of -85 dbm shall be receivable within the building.

(9) Section 510.4.2 is amended to read:

Minimum Strength Out of the Building. A minimum signal strength of -90 dbm shall be received by the agency’s radio system when transmitted from within the building.

(10) If the field strength outside the building where the receiving antenna system for the in-building system is located is less than the -85 dbm, then the minimum required in-building field strength shall equal the field strength being delivered to the receive antenna of the building.

(d) Chapter 6, “Building Services and Systems,” is amended as follows:

(1) Section 603.9.1, Gas Meter Identification, is amended to read:

Section 603.9.1 Gas meter identification. Gas meters shall be identified with the building address and/or unit number.

(2) Section 605.3.1.2, Main Electrical Disconnects Labeling, is amended to read:

Section 605.3.1.2. Main electrical disconnects labeling. An electrical room(s) containing the main electric disconnect shall be identified with a permanently affixed sign with letters not less than one (1) inch (25mm) in height on a contrasting background to read ‘MAIN ELECTRICAL DISCONNECT’.

(3) Section 605.3.1.3, “Labeling of Address or Unit Disconnects,” is amended to read as follows:

Section 605.3.1.3. Labeling of address or unit disconnects.

Electrical disconnects shall be identified with the address and/or unit number in accordance with the electrical code.

(e) Chapter 9, “Building Services and Systems,” is amended as follows:

(1) Section 903.1.2 is amended by the addition of the following language: “The removal of any non-required fire protection systems or equipment shall be approved.”

(2) Section 903.3.7.1, “Hose Connection Locations,” is amended to read as follows:

903.3.7.1 Hose connection locations. The fire department hose connections for a sprinkler system shall be located within fifty (50) to one hundred (100) feet of a fire hydrant.

(3) Section 903.4.2, Alarms.

An approved audible/visual appliance, located on the exterior of the building in an approved location, shall be connected to each automatic sprinkler system. Such sprinkler water flow alarm appliance shall be activated by water flow equivalent to the flow of a single sprinkler of the smallest orifice size installed in the system.

(4) Section 907.6.6 shall be amended with the addition of the language “Fire alarm panels and security alarm panels shall be separate and not combined.”

(f) Chapter 53, “Compressed Gas,” is amended as follows:

(1) Section 5307.1 is amended with the addition of the language “The provision of this section shall apply to new or existing systems.”

(g) Chapter 61, “Liquefied Petroleum Gases,” is amended as follows:

(1) The exception is deleted.

(h) Appendix B, “Fire Flow Requirements for Buildings,” is amended as follows:

(1) Table B105.1(1).

The minimum fire flow shall not be less than one thousand (1,000) gallons per minute for all fire flow calculation areas.

(2) Table B105.2. Change the reduction percentage allowed “up to 50%.”

(i) Appendix C, “Fire Hydrant Locations and Distribution,” is amended as follows:

(1) Section C102.1.1.

For buildings equipped with an approved sprinkler system installed in accordance with Section 903.1.1 or 903.1.2, a fire hydrant shall be located a minimum of 50 feet and a maximum of 100 feet from the Fire Department connection in an approved location.

(2) Section 907.6.6.3.

Fire alarm panels and security alarm panels shall be separate and not combined.
