The vote by “Yes” and “No” shall be taken upon the passage of all ordinances, resolutions and motions, and entered upon the minutes of the Council proceedings. Every ordinance shall require the affirmative vote of the majority of the membership of the entire Council for final passage. Resolutions and motions shall require the affirmative vote of a majority of the members present. Every member, when present, shall vote upon ordinances, resolutions and motions unless such member has a personal interest therein. (Amended by Charter election held on 11-07-23)
