Each candidate for Council Member or Mayor, when nominated and elected shall be a qualified elector of the Town of Mountain View, a citizen of the United States, and a resident of the Town of Mountain View for at least one year immediately preceding such election. No Council Member shall be a salaried employee of the Town during their tenure of office. The Council shall be the judge of the election and qualifications of its own members, subject to judicial review.
